Muhammad is the Founder and Principal Consultant of True North Compliance & Investigations, with almost two decades of experience leading investigations, compliance reviews, and governance advisory work for international NGOs, development institutions, and private-sector organizations.
Based between Washington, DC, and Johannesburg, South Africa, Muhammad has directed complex cases across Africa, the Middle East, and South Asia, including investigations into safeguarding violations, procurement fraud, financial misconduct, and ethical breaches.
He specializes in risk management, policy development, and organizational accountability, helping leadership teams strengthen controls, build integrity frameworks, and implement effective remediation strategies.
Fluent in Urdu and experienced working across diverse and challenging contexts — including regions affected by conflict, political instability, and social unrest, Muhammad brings a field-based, culturally aware, and pragmatic approach to every engagement. As Founder, he ensures that True North delivers independent, responsive, and high-quality integrity solutions tailored to each client’s unique operating environment.
Francisco is a seasoned investigations and compliance professional with over three decades of experience spanning criminal, corporate, and government investigations across the Americas, Europe, and Lusophone Africa. His career includes leadership roles with international Fortune 500 companies and oversight of sensitive cases involving fraud, corruption, misconduct, conflicts of interest, discrimination, and regulatory breaches.
He manages investigative and compliance matters across Latin America and Portuguese-speaking African countries, including Mozambique, Angola, and Cape Verde, providing culturally grounded, regionally informed expertise. Francisco has led multi-jurisdictional investigations, strengthened ethics and compliance programs, and advised executive leadership on remediation and risk mitigation strategies.
Fluent in Spanish and proficient in Portuguese, he brings a deep understanding of international business practices, cultural nuances, and governance standards. His integrity, analytical rigor, and global perspective add significant depth to True North’s investigative and compliance capabilities.
